SIDEZ Strategic Plan GOAL # 6 HOUSING - Increased numbers of residents in the zone will have a decent, affordable place to live. New homes will be built to accommodate residents and existing homes will be improved through housing rehabilitation programs.
OBJECTIVE #1: Increase and improve the affordable housing stock in the Southernmost Illinois Delta Empowerment Zone.
Strategies
a. Conduct an assessment of available and needed housing stock units.
1. Develop Geographic Information System housing stock database
b. Provide leverage funds for the development of new housing units for low to moderate-income residents.
c. Supplement current low – moderate income housing rehabilitation programs.
1. Cooperate with housing entities to make critical repairs to structurally sound houses without requiring that the whole structure be brought up to code.
d. Based upon housing stock assessment and unmet needs, develop specialized housing, such as: halfway housing for special needs populations and/or assisted living homes for the elderly and handicapped.
1. Support the establishment of more assisted living units for residents of all income levels
in cooperation with qualified not-for-profit and governmental entities.
e. Establish new financing programs in cooperation with qualified not-for-profit, for profit and
governmental entities to help residents purchase homes.
1. Assist residents with the repair and purchase of affordable structurally sound existing
homes. SIDEZ to cooperate with eligible entitles to establish grants or forgivable loan programs for repairs that would not hinge on appraised value of the house. The repair or grant and mortgage loan could be timed to close simultaneously.
2. Assist with the purchase of affordable, energy-efficient new homes.
f. Support the establishment of affordable housing construction programs.
1. Examples include self-help construction programs, vocational programs where trainees
construct homes that are sold for price of materials, use of alternative constructions methods.
2. Provide business assistance and low interest loans to qualified for-profit construction
companies in the empowerment zone.
g. Develop homeownership counseling and maintenance programs.
