SIDEZ Strategic Plan GOAL # 5
LIFE-LONG LEARNING AND EDUCATION – Each year high school graduation rates and standardized test scores at each of the area's secondary schools will increase, as will the number of adults participating in GED, general interest, vocational and degree programs offered by regional educational institutions.
OBJECTIVE #1: Enhance educational resources and opportunities for residents of the Southernmost Illinois Delta Empowerment Zone.
Strategies
a. Establish Community Learning Centers throughout the Southernmost Illinois Delta Empowerment Zone.
1. Provide educational and personal enrichment opportunities for individuals and families.
2. Facilitate distribution of donated computer equipment from t he federal government and other sources to community organizations.
3. Provide computer access and training.
4. Establish on-site after-school programs at attendance centers.
5. Identify sites with the highest concentration of school children within the sub-zones such as public housing and develop child-parent education centers at the identified sites.
b. Develop on-going training programs to upgrade the skill level and productivity of the workforce.
1. Develop customer service training for the retail, service, and tourism industries.
2. Develop a "Self-Employment Training" Program to encourage entrepreneurship.
3. Develop a "Build A Career" Program to provide hands-on training and preparation for entry into an
apprenticeship program or job in the Construction Trades.
4. Develop a Youth Leadership Program.
5. Develop a Youth Build Program.
c. Increase the capacity of local school districts to identify and secure additional resources.
1. Provide funding for a grant-writer to provide technical assistance to all schools in the empowerment zone.
d. Support truancy prevention programs.
e. Support safe school program.
f. Support increase of educational services for special needs individuals.
OBJECTIVE #2: Increase parental participation in the education and academic success of their children in the Southernmost Illinois Delta Empowerment Zone..
Strategies
a. Explore the feasibility for the establishment of a "homework hotline" to serve those families located in
sparsely populated areas.
b. Work with school districts and private businesses to form school to work partnerships.
